Adequacy of Guidance to Conduct Initial Operational Suitability Test and Evaluation of Intercontinental Ballistic Missiles (ICBMs).

Abstract

This report examines the current Department of Defense, Air Force, and Air Force Operational Test and Evaluation Center (AFOTEC) regulations and guidance to conduct initial operational suitability test and evaluation of land based ICBMs. It specifically examines the guidance to develop suitability test objectives, supporting tests, and evaluation methodologies for ICBMs and how the guidance was used in the PeaceKeeper in Minuteman Silos (PIMS) test program. The report concludes that current guidance is lacking for land based ICBMs. Also, recommendations are made for improvements to current regulations.
