Military Health Service System Ambulatory Work Unit (AWU).

Abstract

This report presents the recalibration and expansion of the outpatient portion of the three digit Health Care Unit (HCU). Recalibration was necessary for four reasons: (1) the most recently available Medical Expense and Performance Reporting System (MEPRS) data could be used; (2) factors could be derived for subaccounts previously not included; (3) present and projected changes in MEPRS stepdown methodology could be incorporated to better align factors with actual funding methods; and (4) an ambulatory workload measure would result which would be even more compatible with the diagnosis related group (DRG) based inpatient work unit currently under development. Fiscal Year 1984, 1985, and 1986 tri-service MEPRS data were used for the analysis. Keywords: cost analysis; Ambulatory Work Unit; AWU; Diagnosis Related Groups; DRG; Resource Allocation; Workload.
