Stay-Behind Force for the National Guard, Soldiers or Policemen.

Abstract

The National Guard is being placed in a position of increased importance in the national security posture as the Total Force Policy becomes reality. Mobilization of the National Guard for any major contingency is almost a certainty. historically, state military organizations have provided substitute capabilities for meeting state security needs after the National Guard has been deployed on a federal mission. There is now some renewed interest to revitalize state defense organizations. This has prompted the National Guard Bureau to publish a new regulation and sponsor legislation that will aid in that revival. However, the utilization of such forces in the past has been overwhelmingly in the area of maintaining civil control and other police-related activities. This study suggests that only tradition and convenience causes these forces to be organized along military lines. The states and the National Guard could better be served if a State Police Reserve was established in lieu of the militarily oriented State Defense Force.
