Future Issues and Their Impact on Recruitment of Civilians

Abstract

This study was conducted to provide the Department of the Army with a methodology for improving the civilian manpower planning process by incorporating the impacts of current and future socio-economic, technological, demographic, and political trends. The final report provides a narrative list of these future trends which will affect the Army's work force skill requirements and the labor pool composition. The study suggests a method for developing decision support software which would help analysts answer 'what if' questions.
