Contingency Contracting during Low-Intensity Conflicts
Abstract
The purpose of this research project was to improve the United States' ability to sustain a force during future low intensity conflicts via contingency contracting. This research was accomplished to recommend methods of improving the process by which we conduct contingency contracting. This thesis reviewed the history of contingency contracting and researched the current state of contingency contracting to identify problems that exist. Research involved conducting interviews with experts in the field of contingency contracting. This study identifies many issues of which contingency contracting officers should be aware. In addition, this thesis recommends several changes to the Federal Acquisition Regulation to assist contingency contracting officers in performing their duties.
