Prioritization of Advanced Base Functional Components
Abstract
This thesis explores the use of two analytical methods for obtaining a priority ranking of selected Advanced Base Functional Components (ABFCs) with regard to relative importance to mission accomplishment during the early days of a general wartime scenario. Specifically, eleven of the ABFCs most frequently mentioned by the Fleet Commanders-in-chief as being their most urgent requirements were rated in two survey formats, one using categorical judgments and the other using a method of paired comparisons. In examining the results of usin these methods, this study: 1) provides one-time relative rankings of the ABFCs that were compared, 2) describes the differences in scope and application of the two techniques, and 3) provides a foundation for further study to obtain meaningful quantitative measurements of the need for selected ABFCs, measurements which can be used as aids to decision making in the budgetary process.
