A Study of the U.S. Foreign Military Sales and ROC (Republic of China) Procurement System

Abstract

The ending of diplomatic relationships with the U.S. Government in 1979, resulted in a very ambiguous political environment between the Republic of China and the United States and severely affected the ROC's procurement system. It is clear that to find a more efficient means of acquisition fo arms has become a critical lesson in the ROC currently. This thesis concerns the concepts, methods and procedures of the United States Foreign Military Sales. It also evaluates the ROC's current procurement system. It concludes that a good understanding of the process of the U.S. foreign military sales program will improve the effectiveness and efficiency in the ROC's procurement of arms.
