Noncombatant Evacuation Operations (NEO) and Repatriation: How can the Process be Improved?

Abstract

This paper considers the problems that could be encountered in the event a decision was made to evacuate noncombatant personnel from the Federal Republic of Germany. There are several government agencies involved in the preparation and execution of plans to evacuate noncombatants from the continent of Europe in the event conditions exist that could threaten noncombatant safety. Since noncombatant evacuation could have a significant political impact on our European allies, we believe, procedures for its implementation have not been given priority or in-depth attention in exercise scenarios. In most cases, execution of any plans has been limited to the highest level of the decision making process where simulation of required actions has been substituted for the actual movement of personnel. The fact that the successful execution of Noncombatant Evacuation Operations (NEO) plans is an interagency effort, dependent on allied as well as commercial transportation support, increases the complexity of operations and the potential mission impairment due to friction and fog and possible loss of life.
