Divestiture - A Step Toward Fiscal Fitness

Abstract

This document surveys available literature on civil sector divestiture to establish a base for discussion of the concept in the Air Force. It details a case study of the light tactical transport mission to support one case for divestment. The author provides several other possible examples of areas where divestment might be appropriate and suggests that divestiture should be included in the Air Force planning, programming, and budget system. He also advocates taking advantage of unique opportunities for divestiture which will not ge captured in a routine annual process. Keywords; Case studies, Light fixed wing transport aircraft.
