Operational Level Campaign Planning

Abstract

Remarks on historical aspects of campaign planning introduce a discussion of the key elements and functions required of a campaign plan. A description of considerations and procedures for operational planners follows, and provides a backdrop to the author's views on the interface required for successful implementation of the strategic guidance from the Joint Chiefs of Staff by the tactical commanders charged with executing the campaign. The lack of clear guidance is considered a major drawback for planners at the operational level. A check list to guide efforts is provided.
