The Rand Strategy Assessment System: A New Perspective on Decision Support Systems

Abstract

On-line strategic analysis and wargaming are experiencing increased growth within the national government, particularly the Department of Defense. A renewed emphasis on improved methods for net assessment has resulted in the advent of the Rand Strategy Assessment System (RSAS), a new strategic analysis tool which brings automated analysis and wargaming to the forefront of long- range strategic planning. The ability of the RSAS to go beyond net assessment into the areas of decision support systems (DSS), group decision support systems (GDSS), and crisis management decision support systems (CMDSS) is the subject of this thesis. These areas are explored to provide recommendations for system modifications, upgrades, large-scale implementation, and proper utilization within the context of strategic planning and decision-making.
