Abstract
The military personnel, Navy (MPN) appropriation provides the resources necessary to compensate the active military personnel required to man the approved force structure. In addition to the force structure, the appropriation also provides for personnel in the individuals account: students, trainees, transients, patients, prisoners, and holdees as well as midshipmen and Naval Aviation Cadets (NAVCADS). The MPN Manpower program excludes the reserve officers and enlisted personnel on active duty in connection with the organization, administration, recruitment, instruction and training of the reserve component (TARS) the major management objectives used in developing the Manpower program, the basis for computing the appropriation request, are as follows: 1) to provide an active Navy military component of the total force able to meet the requirements of the maritime strategy; 2) to adequately man the approved force structure with properly trained personnel, while reducing the individuals account to the lowest practicable level; 3) to program the attainment of the required force structure, with emphasis on retention as the primary means of achieving manpower of the proper quality and quantity necessary to conduct the Navy's mission; 4) to improve the quality of life in the Navy; 5) to enhance women's career opportunities through improved utilization; and 6) to achieve and to maintain the officer and enlisted grade structure necessary to support force structure requirements, while meeting personnel management goals.
