Determine Optimum Contracting Cycle Time for AFLC (Air Force Logistics Command)

Abstract

This technical report submitted by MTC states the impact of legislative requirements on contracting administrative lead time. The research approach to determine optimum cycle standards is described along with a detailed description of the cycles evaluated. A revised version of the HQ AFLC flowchart is also included in the report. Organization elements and external influences are discussed in-depth. This section is followed by the description of various problems impacting cycle performance. MTC highlights recommendations to improve operational efficiencies and the revised standards including the criteria used to establish these standards. The report concludes by recommending use of cycle standards and suggestions for future studies.
