Communication Facility EMP Assessment. Sanitized
Abstract
The Commander-in-Chief and the Defense Nuclear Agency ( DNA) have undertaken an Assessment of Communications for Hardening to Electromagnetic Pulse to assess the vulnerability of the Command's Control, Communication and Computer (C4) Networks to electromagnetic pulses from high altitude nuclear bursts and to provide recommendations for hardening as may be required. Networks are used to link with the National Command Authority (NCA), subordinate and component headquarters, and the forces. The Boeing Aerospace Company has developed and validated analytical techniques to predict the functional responses of a communication facility to the environment produced by an electromagnetic pulse (EMP) scenario. The analytical capability has been applied to selected elements of the C4 Networks to develop response predictions in terms of upset and damage of facility equipment and functional impairments of facility communications capabilities. Keywords: Electromagnetic pulse (EMP), Hardening concept, Safety margin, Survival confidence, Upset thresholds, Command and control systems, Damage thresholds, Critical equipment, Hardening design package.
