Abstract

This report describes the development of techniques to permit cooperative activities between business competitors, and between business and government, in the interest of national security. It describes the legislative history and current status of Defense Production Act authorities for these cooperative programs (termed voluntary agreements ) and analyzes the effectiveness of six past or present voluntary agreements This report also presents a systems model of the processes for developing, approving, and activating voluntary agreements. The purpose of this report is to create a better understanding of how these authorities might be used to improve responsiveness of manufacturing and service sectors critical to national security.
