Abstract

This report examines possible applications of standby and voluntary agreements to improve emergency responsiveness in a number of key industrial sectors. It identifies industrial responsiveness problems and describes possible approaches to deal with them. It also provides a preliminary analysis of the cost effectiveness and political feasibility of each approach.
