Organization Development: Concept, Process, and Applications in the Department of Defense

Abstract

This paper describes the values, methodology, and effectiveness of Organization Development (OD), especially in the Department of Defense. General conditions for the success or failure of OD are discussed, and specific intervention techniques are reviewed. OD programs most likely to succeed focus on the whole organization, and are task-oriented, supported by top-level management, and based on the Team Building intervention technique. Applications of OD in the Air Force and the Army have been successful in short run, but have not been sustained because of declining management support and personnel turnover.
