Capacity Vulnerability Indicators for Strategic and Critical Materials

Abstract

A systematic approach was developed for assessing capacity pinchpoints and their vulnerability for strategic critical materials. The approach is grounded on the comparative statics framework of microeconomics coupled with engineering assessment on the capability of the industrial sector to respond in the short term to overseas supply curtailment. Various aspects of the approach are illustrated for selected commodities including chromium, cobalt, manganese, platinum, titanium, and natural rubber.
