Personnel Security Prescreening: An Application of the Educational and Biographical Information Survey (EBIS)

Abstract

This report examined the usefulness of the Educational and Biographical Information Survey (EBIS) as a personnel screening instrument for sensitive positions. An empirically derived scoring key showed low validity for predicting the outcome of security background investigations. The pattern of validities for school experience items and items classified as miscellaneous suggests that security background investigations can be improved by placing greater emphasis on the background domains measured by these items.
