Justification of Estimates for Fiscal Years 1990/1991 Biennial Budget Estimates Submitted to Congress January 1989. Military Personnel, Air Force

Abstract

The Military Personnel, Air Force Appropriation provides financial resources to compensate active military personnel required to support the approved force structure. The Appropriation also includes funds for retired pay accrual, unemployment compensation and social security benefits for widows and orphans of military personnel. Addition of these entitlements were approved by Congress and enacted via Public Law. The tables in Sections 1 through 5 contain budget data for Pay and Allowances of Officers, Enlisted and Cadets, Subsistence of Enlisted Personnel, Permanent Change of Station Travel, and other requirements of the military personnel program. Retired pay accrual is reflected under pay and allowances of Officers and Enlisted personnel as appropriate. Unemployment compensation and restored social security benefits are under Other Military Personnel costs. The budget activity structure and detailed justification demonstrate how the military personnel program is managed and controlled. It displays the numbers of officers, enlisted personnel and cadets, and reflects the planned execution of promotion and assignment policies. This management picture encompasses a wide range of personnel actions that involve requirements dealing with grade structure, promotions, gains and losses, flight status, subsistence, permanent change of station travel and other related requirements. Keywords: Statistical data, Tables data.
