The RACE (R&D in Advanced Communications Technologies for Europe) Program of the European Communities

Abstract

In the industry ministers of the European Community governments adopted two recommendations directed toward a telecommunications strategy. All member governments would ensure that national telecommunications administrations consult before introducing new services. Under the recommendation, new services put into operation from 1985 onwards would have to conform to standards then being laid down by the developing network of European standards bodies. The Community granted 6 million European Currency Units (ECU's) ($7.44 million (1 ECU = $1.24)) to these bodies for a 2-year program (1984-85) to define and certify European norms in telecommunications. The Commission submitted to the Council of Member states a proposal for a Community Research and Development Program in telecommunications technology called R&D in Advanced Communications- technologies for Europe (RACE). Those technologies include: switching, transmission, customer access, terminal and display, and coding.
