Close Air Support - A Case for Divestiture Planning in the Department of Defense (DoD)

Abstract

This paper uses the current Close Air Support debate as a vehicle for determining if changes are needed in the Department of Defense acquisition management system. It provides a brief overview of the history of the CAS debate, the current battlefield environment, and the limitations that it imposes on CAS support within close proximity to friendly troops. Acquisition guidance from both the Office of Management and Budget and from the Department of Defense is then examined to determine if there are sufficient provisions to routinely resolve the CAS type of debate wherein system divestiture is an option. The paper concludes that there is sufficient cause for DOD to examine the case for divestiture planning as a means of overcoming the front-end, system-level focus of current acquisition procedures and makes some recommendations for developing a divestiture planning capability in DOD.
