Congress and Army Operational Test and Evaluation

Abstract

Congress has become increasingly more interested in the services materiel acquisition processes. A primary focus of this new concern has been major weapon system operational test and evaluation. This study examines the merits and demerits of congressional initiatives to improve the overall quality of operational test and evaluation, as they relate to the United States Army. The problems and impacts of new Survivability/Vulnerability 'live-fire' legislation are explored. Further, the primary and second order effects associated with the strict adherence to the recent congressional mandate which precludes any participation of weapon system contractors or subcontractors in the operational testing and evaluation of their system are also assessed.
