Installation Restoration Program Preliminary Assessment Canyon Creek Radio Relay Station, Alaska
Abstract
The Hazardous Materials Technical Center (HMTC) was retained in January 1988 to conduct the Installation Restoration Program (IRP) Preliminary Assessment of the Canyon Creek Radio Relay Station (RRS), Alaska, DoD policy is to identify and fully evaluate suspected problems associated with past hazardous material disposal sites on DoD facilities, control the migration of hazardous contamination from such facilities, and control hazards to health and welfare that may have resulted from these past operations. Past installation operations involved the use and disposal of materials and wastes that were subsequently categorized as hazardous. The major operations of the installation that used and disposed of hazardous materials/hazardous wastes (HM/HW) included management of diesel fuel used to power the generators, management of lead-acid and nickel-cadmium batteries, handling of electrical equipment possibly containing polychlorinated biphenyls (PCBs), and use of asbestos as a construction material. Information obtained through interviews, records, and field observations resulted in the identification of no sites at Canyon Creek RRS that are potentially contaminated with HM/HW. The underground diesel tanks were drained and properly abandoned and the batteries and electrical equipment were removed from the site. No evidence of contamination was visible at the time of the site visit. However, asbestos may remain within the radio relay building.
