Control Outside of Independent Surveillance Coverage Operational Concept

Abstract

This operational concept describes how Air Traffic Control (ATC) will be performed in non-radar (oceanic and mountainous terrain) areas throughout the National Airspace System (NAS). The framework for this document incorporates non-radar ATC requirements from Section 3.2.4 of the NAS System Requirements Specification (NASSRS), the NAS Plan, and the NAS Level 1 Design, as expected to occur during the mid-to-late 1990's. The concept includes the functions provided by the Advanced Automation System (AAS) and Step 1 of the Automatic Dependent Surveillance (ADS) programs.
