Key LIC (Low Intensity Conflict) Speeches, 1984-1989

Abstract

This paper presents speeches concerning low intensity conflict (LIC) given by a number of our nation's civilian and military leaders. It is by no means intended to be all-inclusive, but rather to provide a sampling, a flavor if you will, of the thinking that has shaped much of the US national policy and strategy on LIC over the past few years. It is also hoped this collection of speeches may serve an an eye-opener in the sense that while much has been said about LIC, we are still far behind where we need to be in doing something about it.
