Analysis of Models Linking Skilled Maintenance Manpower to Military Capability

Abstract

This report presents the results of research designed to improve the ability of the Department of Defense to relate manpower resources to defense capabilities. It provides an analysis of the four large Monte Carlo simulation models: LCOM, SPECTRUM, ALOM, and TSAR; it also describes the similar structure of maintenance-manpower/sortie-generation models. The report also discusses several ground-force models, although their role in detailed manpower planning is not quite so directly applicable.
