An Analysis of Foreign Military Sales Procedures (Turkish Procurement Example)

Abstract

This thesis includes an analysis of United States Foreign Military Sales (FMS) Policy, U.S. Agencies concerned with FMS, and the documents that are used in the process. In the meantime, a specific Turkish FMS acquisition which is the conversion of the M48A1 tank to an M48A5 upgrade is explained in the thesis. It concludes with the problems facing field activities managing a Foreign Military Sales program. The objective of this thesis is to improve the effectiveness of the Turkish Armed Forces in procuring weapon systems. (eg)
