The Analysis of the Army Officer Evaluation System and the General Motors Appraisal System as Management Tools

Abstract

The Army Officer Evaluation System and the General Motors Appraisal Systems are used as managerial tools to manage limited manpower resources. This study compares both of these evaluation systems to six essential elements required to make an evaluation system effective. These element are; (1) purpose, (2) performance standards, (3) rating scales, (4) rate validity, (5) management by objectives (MBO), and (6) rater training. This study makes recommendations on how both systems could be improved. (eg)
