The Threat of Nuclear Terrorism: A Re-examination

Abstract

This Note reports the final results of the first phase of a two part study, the purpose of which is to describe the spectrum of capabilities of individuals and groups that could be considered likely to attempt the takeover or theft and misuse of a nuclear weapon over the next 10-15 years. This Note first analyzes the motivations that might inspire various acts of nuclear terrorism. Second, it reviews the altered contexts that might affect terrorists' decisions to go nuclear. (KT)
