Design of a Group Decision Support System Prioritizing Air Force Logistics Needs
Abstract
Annually, the Air force Office for Logistics Technology Applications (AFOLTA) is responsible for developing a prioritized list of the Air Force Logistics Needs (LNs) to aid military and industry decision makers who allocate funds for logistics research and development programs. To develop this list, AFOLTA convenes a conference with representatives from the Air Force Major Commands who, as a group. prioritize the LNs. The decision task is characterized by its complexity, having a great amount of uncertainty, yet being extremely important to increasing Air Force operational capability. This thesis focused on the decision process involved in prioritizing LNs and on the design of a group decision support system (GDSS) to aid the decision process. The requirements of such a GDSS were assessed. The functions, processes, models, and data required for prioritizing LNs were identified and incorporated into the design of the GDSS. The kernel design of the GDSS was a management information system to support the information requirements of a multi-attribute decision making model. A roadmap plan was prepared for transitioning from the current process to implementing the designed GDSS.
