Joint Tactical Information Distribution System (JTIDS) Cost and Training Effectiveness Analysis (CTEA)

Abstract

This report characterizes the first cost and training effectiveness analysis (CTEA) conducted on the training effort required to support US Army Air Defense deployment of the Joint Tactical Information Distribution System (JTIDS) . The study was conducted to provide information for training and manning requirements decisions makers. The study quantifies the information required to cast the Instructional System Design (ISD) process in a decision analytic framework. A viable and probable training program was synthesized by resolving training design decisions to support cost-effectiveness. Then, the program was used as a base for identifying major training requirements, addressing manning concerns, and conducting trade-off analyses.
