Evaluation Plan for the Gateway 2000 Demonstration Project

Abstract

The Gateway 2000 Demonstration Project is designed to show that an important determinant of effective personnel management is managerial capacity to elicit employee involvement in mission accomplishment. To ascertain the validity of the project's premise, an external contractor will conduct a multiyear assessment of the effectiveness of the demonstration project interventions instituted in three major areas of personnel management: (1) classification and compensation; (2) training and employee development; and (3) performance evaluation and employee recognition. The United States Army Aviation Systems Command and the United States Army Troop Support Command located at the Federal Center in St. Louis, Missouri, will participate in the demonstration project. Located near Detroit, Michigan, the United States Army Tank and Automotive Command will serve as project control and will receive no project interventions. This evaluation plan specifies the minimum requirements for assessment of the 5-year demonstration project and provides other information pertinent to conducting the project evaluation. (sdw)
