Task Order Enhanced Preliminary Assessment, New Orleans Military Ocean Terminal, New Orleans, Louisiana

Abstract

A preliminary assessment was conducted at the New Orleans Military Ocean Terminal (New Orleans MOT), which is planned for inclusion in the Base Closure Program. New Orleans MOT is located at the intersection of the Mississippi River and the Inner Harbor Navigation Canal within the corporate limits of New Orleans, Louisiana. No environmentally significant operations (ESOs) were observed during the site visit on 24 October 1989 or during follow- up interviews that would require immediate action. A geophysical survey is recommended to confirm the presence of three possible tanks on the property. All transformers should be tested for polychlorinated biphenyls. Asbestos sampling is recommended for all buildings. Soil samples should be obtained along existing and prior rail lines and near the vehicle wash rack. The sediments under the berths should be sampled. The objective of the sampling is to detect possible contamination from past releases.
