Abstract
The State of California, State Lands Commission (SLC), is reviewing a plan for a new ocean entrance system as part of a multi-use project. This project involves both State and private property in the proposed development by SLC, Signal Landmark, and others. The project, located in the Bolsa Chica area of the County of Orange, California, includes navigational, commercial, recreational, and residential uses, along with major wetlands restoration. The County of Orange approved a Land Use Plan (LUP) in 1985 as part of the Local Coastal Program for Bolsa Chica in accordance with the California Coastal Act of 1976. This same LUP was certified by the California Coastal Commission (CCC) with conditions in 1986. Part of the LUP certification requirement to satisfy those conditions includes confirmation review of modeling studies of a navigable and non-navigable ocean entrance at Bolsa Chica. (JES)
