Eradicating Cocaine in Peru: The Role of American Foreign Assistance

Abstract

This report is an analysis of th current U.S. policy regarding foreign assistance provided to Peru as part of the drug war. There are two conclusions in the report. First, the current U.S. policy will fail because it was not developed with any consideration of Peru's interest. Second, the U.S. policy should focus more assistance toward economic development in Peru rather than toward military aid. (jg)
