Abstract

This guide describes the key features of TQM and provides guidelines for implementing them. The contents of this guide are in accordance with DoD directive 5000.51, which sets forth the policies and responsibilities for TQM implementation. Partial contents: (1) Total Quality Management strategy -- Defines what TQM is and discusses some of the underlying precepts. (2) TQM Model -- Presents a step-by-step approach for implementing TQM. (3) Tools and techniques of TQM -- Describes some of the tools available to perform the steps of the TQM Model. (4) TQM related initiatives in systems acquisitions -- Discusses some of the other DoD initiatives related to TQM.
