Subcontracting Management Handbook

Abstract

The purpose of this handbook is to provide a ready reference on subcontracting management, for use by Department of Defense (DoD) joint and single service acquisition Program Management Offices' (PMOs) staffs, Contract Administration Offices' (CAOs) personnel, and Defense Systems Management College (DSMC) students and faculty. The handbook discusses relevant policies, procedures, responsibilities, as well as recommended approaches to subcontracting management, based on an evaluation of guidance provided by the Services. It is assumed that personnel utilizing this handbook have a basic understanding of DoD's and the applicable Service acquisition processes and procedures.
