Scheduling for Cost-Plus Construction Projects. Volume 2. PROMAN Source Files

Abstract

In cost-plus fixed fee contracts, the contractor is paid based on the actual costs incurred plus some graded incentive fee, rather than on a fixed bid. The larger the project, the more critical it becomes to ensure that the impact of all schedule changes be efficiently analyzed, so that the contractor can complete intermediate milestones as well as the entire project on time. Commercially available scheduling software does perform many of the necessary analyses, but cannot filter data in ways that are useful to schedule reviewers. In planning large projects, there is an acute need for supplemental software that can process scheduling data to make it immediately useful to schedule reviewers. The PROMAN (PROject MANagement) microcomputer-based schedule analysis software was developed by the U.S. Army Construction Engineering Research Laboratory (USACERL) to provide several tools to help evaluate progress of the construction project, to assess the impact of schedule changes upon the project, and to provide other assistance in construction schedule management. In this study, PROMAN was employed on a large cost-plus project undertaken by the Corps of Engineers in the construction of the National Test Facility (NTF) in Colorado Springs, CO.
