Matrixed Personnel in the SPO
Abstract
The focus of this research effort was to determine, in general, what degree of matrix management should occur in an Air Force Systems Command System Program Office and, specifically, whether or not engineers should be matrixed into the system program office. First, a qualitative, in-depth literature review was done. Next, personal interviews were conducted with Program Directors and Deputy Program Directors at Aeronautical Systems Division and Space Systems Division. Then, after summarizing the results, the data was analyzed and recommendations made. Recommendations include: building a team of experts at each division to prepare the technical portions of each request for proposal; having a cadre of directly assigned engineers in the system program office; decreasing the total amount of personnel matrixed to the system program office; ensuring newcomers receive entry level acquisition training before they report to the system program office; and, providing incentives for the experienced worker to stay in the Air Force. For both civilian and military workers matrixed into the system program office, the program director should be the evaluator and a controlled tour in the office should be established.
