Top-Down System Tool for Logistics

Abstract

This report describes an approach to manpower requirements estimation using Air Force Systems Engineering process. This approach links manpower variances in equipment reliability, maintainability, and other design controllable factors. Measures of merit for manpower allocation are proposed and process and data models for human resources integration in design are described. New mathematical approaches to the manpower estimation problem are also described.
