The Marines' Ground-Attack Conventional Munitions Requirements Process

Abstract

This report describes and suggests improvements to the requirement methodologies for ground-fired conventional ammunition developed for the U.S. Marine Corps (USMC). The analysis deals primarily with the shooter-oriented level-of-effort (SOLOE) and the target-oriented level-of-effort (TOLOE) methodologies. The SOLOE methodology is applied to mortars, grenades, and small- caliber munitions. The TOLOE methodology is applied to the anti-armor and artillery munitions. In both methodologies, the conflict is divided into six thirty-day periods and the ammunition requirements are output in rounds/tube/day for each period.
