Strategic Visioning: What It Is and How It's Done

Abstract

This paper addresses the issue of strategic visioning as both a concept and a process in the context of military leadership. In addition to providing a simple definition of strategic vision, the author presents a comprehensive description of the concept including its relationship to such things as alternative futures research, the Army's long range planning systems, and military leadership doctrine. Military leaders may develop strategic visions through a methodical application of the military problem solving process, effective staff work, and specific leader skills and performance objectives outlined in DA PAM 600-80, Executive Leadership, provide the major steps in the visioning process. Of specific interest are the leadership competencies at the 4 star level which may be necessary to do effective strategic visioning. These competencies are generally viewed as learnable rather than innately fixed by genetic background.
