A Study to Determine a Training Plan for the Medical Record Technicians of Naval Hospital, San Diego in Preparation for the Implementation of the Diagnosis Related Group System
Abstract
The purpose of this study was to obtain information about the level of knowledge that Medical Records Technicians at Naval Hospital San Diego (NHSD) have on Diagnosis-Related Groups and to provide recommendations on what information on DRGs should be considered in developing an effective training program. On August 29, 1989 a DRG Knowledge Survey was administered to 17 Medical Records Technicians at NHSD. The survey was used to evaluate the MRT's general knowledge of DRGs and their specific knowledge in the areas of Prospective Payment and Retrospective Payment, the purpose of DRGs, the scope of DRGs, medical records coding, computers, the resource reallocation methodology that is being used by the Department of Veteran's Affairs and the DRG implementation plans of the Navy Department's Bureau of Medicine and Surgery (BUMED). The findings indicate that MRTs at NHSD, on the average, have minimal knowledge of DRGs and strongly suggest that formal training is required if a prospective payment system is to be successfully implemented at this Command.
