A Study to Determine the Feasibility of Implementing Same-Day Surgery at Brooke Army Medical Center

Abstract

A general consensus exists within the private health care sector that same-day surgery services are an excellent means to reduce health care costs without reducing the quality of care. Many military hospitals also have the potential to benefit from this type of service. The purpose of this study was to determine the feasibility of implementing same-day surgery at Brooke Army Medical Center, Fort Sam Houston, Texas. After compiling a list of same-day surgery procedures, several smaller studies were conducted. The first study included the collection of information on the number of patients referred to private health care facilities under CHAMPUS and the determination of the potential for treating these referrals in military hospitals. The second study examined the funding implications of same-day surgery under both the current system and the forthcoming DOD DRG-based resource allocation system. Next, forecasting techniques estimated the projected demand for same-day surgery procedures. Alternatives were then evaluated to determine the selection of the basic model type for the same-day surgery facility. The study concluded with a brief description of the proposal for the location and internal design for same- day surgery at the hospital.
