Electronic Commerce and Competitive Procurement
Abstract
Explains the application of electronic commerce techniques (electronic data interchange (EDI), electronic mail (E-mail), electronic bulletin boards and facsimile) to competitive procurement. This report looks at how electronic solicitations and electronic bids/proposals can be used under the large-purchase procedures of the Federal Acquisition Regulation (FAR). Changes to the FAR to recognize electronic commerce are recommended. Also discussed are opportunities to use electronic commerce and small business and legal considerations of electronic commerce. This report describes how electronic business and technical data can be organized in electronic solicitations and proposals using X12EDI, X.400 E-mail, and Computer-aided Acquisition and Logistic Support (CALS) standards.
