The National Drug Control Strategy -- Will It Work?

Abstract

The President announced his National Drug Control Strategy in September, 1989. The strategy outlines national priorities in the nation's war against drugs. After analyzing the strategy using the principles of war, the conclusion shows it clearly lacking in several areas. Although the strategy provides a direction for federal, state, and local agencies, it fails to focus the nation's efforts on the center of gravity of drug trafficking and abuse. This center of gravity is the demand for drugs. This must be the focus of the entire drug control strategy. Additional areas that indicate need for improvement are unity of command, offensive operations, and international cooperation. There is still no one individual below the level of the President who is responsible for conducting and coordinating the drug war.
