The EMP Mitigation Program focuses its efforts on the resources of the nation's Public Switched Networks (PSNs), because the PSNs comprise the largest, most diverse set of telecommunication assets in the United States and are the focus of National Communications System (NCS) National Security and Emergency Preparedness (NS/EP) telecommunications enhancement activities. Additionally, the majority of NCS member organizations rely on the PSNs for conducting their NS/EP responsibilities.
