Algorithm for Optimizing Movement of Equipment among POMCUS Storage Facilities (MOVER)

Abstract

Logistics planning for the European theater (and potentially for other theaters) provides for the prepositioning of materiel (equipment) configured to unit sets (POMCUS), such that the equipment is available at storage facilities in unit size clusters to be matched in theater with unit personnel in accordance with the theater operation plan (OPLAN). An improved means of achieving this level of planning is provided by the recently developed POMCUSITE (POMCUS Unit Siting) Model (CAA-SR-91-8), for which this publication served as a technical reference. Discussed within this technical reference is the use of a commercially available linear program (HYPERLINDO) which is used to develop and evaluate a transportation matrix representing equipment overages and deficits. The matrix mathematically denotes the desired surplus and deficit facilities. Upon optimization of this matrix, the user is provided with a redistribution plan based on the minimum net travel distance for equipment transfers.
