Modeling Choice Under Uncertainty in Military Systems Analysis

Abstract

This report presents the rationale for a method of making effectiveness and worth judgments of warfare systems, explicitly addressing command and control, based on Multi-Attribute Utility Theory. The elements of the problem are identified and the analysis places into perspective the aspects of objectives, system capabilities, choice alternatives, and their relative worth. Research issues are also identified.
